      Description. The McKinney-Vento Homeless Assistance Act as amended by S. The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of , enacted into law on , consolidates three of the separate homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program—the Continuum of Care (CoC) Program. Under these programs, HUD awards grants for the purposes of providing housing and services to homeless persons.
